About Us

Changing the Health of Adolescents Impacting the Nation Reaction, Incorporated (C.H.A.I.N. Reaction, Inc) is a 501(c)(3) nonprofit corporation. The organization was founded in 2005 by Ms. Jessica Saint-Paul an African-American, Physician Assistant and Public Health Practitioner. “I witnessed too often that foster care and probation youth were aging out (>18 years old) of the Child Welfare System without valuable resources to access housing, medical, and mental health services.” Emancipated youth were no longer eligible for foster care services. “They experienced homelessness, lack of education, sexually transmitted infections, unplanned pregnancies, unemployment and incarceration at higher rates than their adolescent peers.”

C.H.A.I.N. Reaction, Inc. was established to address the health behavior challenges experienced by foster care adolescent girls residing in group home facilities in Los Angeles county. In response to these needs faced by present and former foster care youth, C.H.A.I.N. Reaction, Inc. formalized services and provided health education, case management, independent living and volunteer opportunities for female and male foster care and probation youth who emancipated from the Child Welfare System.

Emancipated youth received opportunities to practice independent living skills and receive health education services without cost, to assist with their transition from the dependence of the foster care system to self-sufficiency. The I Choose Me © Peer Health Advocate Certification program was later established in collaboration with Leading Public Health Enterprises, Inc. to give adolescents experiential learning opportunities to serve as peer educators in high schools and to serve as role models in their communities. Expansion of services to a larger population provided opportunities for C.H.A.I.N. Reaction, Inc. to create community partnerships so that more youth could access health and social supportive services.

C.H.A.I.N. Reaction, Inc. provides a variety of comprehensive, quality service delivery programs to promote the health and well-being of foster care youth, adolescents, and communities. C.H.A.I.N. Reaction, Inc. is a licensed Transitional Housing Placement Program for Non-Minor Dependents (THPP-NMD) provider. The placement opportunities are for female and male foster care youth ages 18-20 years of age in remote housing sites where youth receive case management and life skills training. C.H.A.I.N. Reaction, Inc. is also a Continuing Education Unit Multiple Event Provider (MEP) for the National Commission for Health Education Credentialing, Inc.
